3rd party VST & piano roll note parameters

Hello,
Do i understand correctly, from the link below, that 3rd party VST plugins "per-note" velocity, panning, etc. cannot be controlled and set through piano role?

Using a 3rdP VST I'm trying to vary the "volume" (velocity) of individual notes in this chord (see pic).. but the piano role note velocity settings and other parameters are having no effect.

If this is true, how do people get around this limitation (without having to create/mimic that sound with a native VST .. or cloning the VST channel to each represent one note of the chord ); ?
