need help getting a VST plugin to work

I'm using version 12.2 and can't get FL Studio to find this plugin after scanning.
Can someone please download this and see if they can get FL Studio to find it?
I've been trying for about 45 minutes.

I used it years ago with no problem. That was probably version 9.

I've been using this software since FL Studio 3.4 (A long time)
So I know how to install VSTs. Everything else I installed today is working.
Only this VST is giving me a pain. I have tried it on the 32bit and 64bit version
of FL Studio. My computer is running Win 7 Pro 64bit.
