Is the Fruity Limiter a stereo compressor?

Just wondering. I've been reading about mix bus compression to "glue" a mix together and I wasn't sure whether the fruity limiter is a stereo compressor and if it would be good for subtle mix bus compression or not... Actually, to be honest, I don't really understand what the difference is... Just guessing, and let me know if this is correct, but my guess is that a mono compressor "listens" to the L+R signal and compresses it accordingly, where as a stereo compressor listens to the L and R signals separately and compresses each one differently... Right?
