FL-Limiter better than Maximus for limiting? (Mastering Question)

I just compared both options and personally I find that the FL-Limiter is doing the job better.

First off I feel like it's more clear and really just increasing the overall volume well without altering anything,
and second, Maximus always let fast passages pass above 0dB even with the maximum amount of look ahead delay.

Did I do something wrong or can't Maximus limit perfectly?
