Launch external program from FL studio ?

Hi. I wonder if it's possible to launch a program from a FL project [edit: at a specific point in a playing track]. If I could automate it, I could sync some non-FL-related visual effects with it, for example. Just need to launch a .bat file or an .exe or whatever.

I'd imagine a VST could do this too. Just haven't found any.
