Could you please make an option to disable Shift+scroll and Alt+Left/right inside the playlist?
When no clips are selected, it's indeed a bit weird and possibly too easy to shift some random clip.

Alt + left / right doesn't seem like a big issue though ... I'd say it's a lot more difficult to use those combinations by mistake?

I'm on Win7.

Yes maybe Alt+left/right isn't too easy to press. Are you thinking of a switch option for the whole shortcut or just not allowing it when no clips are selected?
Because imho people do such mistakes in both situations...
