Question on Patcher Parameters by channel / Plugins

1. Is it possible to generate a parameter signal using midi input outside of the envelope/keyboard controller?
-- trying to selectively generate different parameter amounts depending on the channel the notes come through (so each channel will generate a different parameter amt via color)
-- I feel like this would use note VFX color mapper, but I'm not sure how else it would work besides using a bunch of either the envelope or keyboard controller (which would both eat up a lot of resources quickly when utilizing many channels)

2. Is it possible for 3rd party plugins to output parameters in FL / Patcher?
-- I'm also getting ready to code plugins that may hopefully be able to do this and similar tasks, but that won't matter if I can't find a reliable way to output parameters
