Midi control & latency

I've got a basic setup comprising an HP laptop that's a couple of years old, an Oxygen 8 midi keyboard and an edirol UA 20 external soundcard/ audio interface. Is there anyway I can improve latency in FL Studio to the point where there is barely any noticable delay?
