which software to export DVD surround audio?

i've been working on so many of my songs in surround in FL. now only problem is that fl cannot directly export surround formats, so i need to take the front/rear audio files & then use some 3rd party software to export them as industry standard format. As far as i know, .ac3 is the (dolby) industry standard, are there any other formats? also, which software can i use to merge the front/rear audio wav into ac3? I hope there is some free/cheap option available, I dont want to buy some super expensive software just for the 1 feature of exporting into ac3.
now, either i should be able to export as DVD-A(dvd audio,but i dont know if consumer players support this format) or even DVD video format is also ok, I can just leave the video blank or insert some visualizations.( btw, does the zgame video have the option of exporting its visualizations?)
