How to double BPM without doubling speed

Or the other way around: how to half the spead without halfing the BPM? I want to import a track into a project via the piano roll, but the BPM of the track is only half of that of the project with the result that the imported track plays twice as fast as it should. In this particular case I want the imported 24 measures spread over 48 measures, but I would think that time stretching does not apply here, since this is not recorded audio.
