Modulate panning by note key

I'm trying to modulate the panning of a piano soundfont by the input pitch (i.e. notes lower than middle C are progressively more left while notes higher than middle C are progressively more right) but I'm having limited success.

I would expect to achieve this effect by modulating the Voice Pan by Note Key in the mod matrix - but this only seems to put notes fully L/R or the other and does nothing unless the mod amount is greater than 90% or less than -90%.

Could anyone explain how to do this? I'm sure it should be very simple!
