not exporting in bitrate i selected

alright, so i have a 3 min long song that i want to export the zgameeditor visualization of. so i export in 1080p 100mbps 60fps which should give me about a 2.25GB video file. however once i rendered it i noticed it was pixelated and blocky, checking the properties of the video file, it shows 1080p 60fps but only has a 1.2GB size, which means it only exported at 53mbps, even though i selected 100mbps before export.

with identical settings i have been able to create correctly rendered videos before with no change to any settings in FL or on the PC. i tried messing around with different encoder options and keyframe spacing to try to get it to work, but it keeps exporting only 1.2 GB.

so it is about half the size it should be, and when viewing the file, it is obviously about half the quality
