I rarely use the Zoom and Rotate buttons (Camera Zoom and Camera Angle), so i dont know if these are supposed to save or not, however they do show up in the render so i assume they should save.
this is reproducible with any default template that has something in it that is effected by zoom and rotate, like text or a picture for example.
when i save as a .flp the project saves correctly with nothing showing up on the debug tab, but when i reopen the file, the rotate and zoom default back to their default positions, not what i saved it as.
