midi over usb not working

All,
Hopefully this is an easily resolved issue.
About a month ago midi over usb stopped working.
It's not a fault in FLstudio, it's a fault in my computer, I can use still use my controller with a midi out with a real midi cable.
Only problem, that option is going away. I have a new interface and it has no midi ports on it.
I need my axion and my qnexus to function over USB!

Laptop is a HP Elitebook 8560w 64 bit with Win7 pro SP1
Intel i7-2860QM 2.50/2.50

I looked up some solutions. The UpperFilters "ksthunk" value was already present.
Deleting it and re-adding it does nothing.

Any thoughts?
I have no restore points to use.
