MIDI Controller interaction with FL

I'm planning on buying a MIDI controller for use mainly in FL Studio.

I've read about how they can sync the knobs and sliders to FL functions like adjusting the volume of a channel and muting a channel, etc.

I am currently thinking about the Edirol PCR-300, Axiom 25, and EMU/Creative XBoard 25.

Before I plop down about $200, I'd like to know how the MIDI controller's keys actually work...

For instance, say I've got my FL session open... can I assign a key to trigger each sample loaded into FL?
Thus, if I get a 25-key MIDI Controller, will that allow it to act like a sampler in FL?

Or, will it be more like: the controller will play the sample of the channel I'm on in FL and change the pitch
of it depending on if I hit a C4 or D4.

I'd like it to work both ways, is this possible?

Scenario 1: Play SAMPLE_1 on C3, play SAMPLE_2 on D3, etc.

Scenario 2: Play SAMPLE_1 on all keys, changing the pitch based on the octave/note of the key I press.

Also, any recommendations for Controllers would be helpful.
