Getting my MOD wheel to work with plugins, Axiom 61

Hi, I was wondering if there is a way to get my MOD wheel to work with vst plugins, my pitch bend wheel works, but my mod wheel does not, when I move it a midi signal goes off in fl studio, but no modulation with the plugins?
