Midi out forwards notes when disabled

Make an FL Vsti. Go into that and add a midi out as the first item. Deactivate it. Now go to host level and target channel 1 of the FL Vsti with another midi out. Add some notes to the midi out, and hit play. Now go back up to the fl vsti level and look at the sequencer... the midi out inside the fl VSTi is playing the notes, despite being disabled... I even have a reroute plugin picking them up from that, relaying them and playing them off of the microsoft gs bank (as a weird side effect).
