Patcher is intermittently losing scrollwheel functionality

I have not isolated when this happens yet, but patcher periodically loses scrollwheel functionality in the "Editors" view (and also on surface controls). It goes back and forth between working and not working. Although this would seem minor, it does break workflow... especially when this view also loses your last position on the vertical scrollbar each time you click another page on patcher and then click back again (another thing which should be fixed, imo).
