Mixer resizes itself sometimes

Hey there,

actually this looks like a bug, but maybe I do not get the idea behind this behaviour. I sized the mixer ("Wide" lyout) from lefto to the right and the minimum high. I then resized the channel rack so that it fits from top to the mixer at the bottom:

But sometimes (I am still trying if I could reproduce it exactly, sorry) the mixer resizes itself like this and is behind the channel rack then:

Is this a knwon bug, or an intenionally behaviour?
