Please check my specs for my PC

Hey guys.

I am super frustrated lately because i am unable to make music because of poor PC performance.

Here are my specs:

8gb Ram

Gigabyte GA-870A-UD3 -- AMD 870 w/ 2x PCI-E 2.0 x16 - Mother board

Motherboard default USB / SATA Interface

[= Quad Core =] AMD Athlon™ II X4 640 Quad-Core CPU - Processor

640 GB HARD DRIVE -- 64M Cache, 7200 RPM, 6.0Gb/s - Single Drive

Focusrite audio interface


I have combed through all of the recommended fixes on the FL files. I have tried every possible combination of fixes.


Issues:

When FL studio is running, and nothing is being played, at my cpu meter, the cpu usage idles at 25 percent, with very small dips twice every second (4 percent dips).

Also, I can hear, through my speakers, the dips, represented as a very high pitched squeek, congruent with the dips.

If I play a track, everything slows way down. If I bounce the track to mp3, and play it with VLC media player, it doesn't slow down, but is very crackly and poppy. Has my mother board gone bad? Do I need to upgrade my processor? Help!
