Shipping based in total coast, seems not working !!

Hi

On administration/Setup/Shop button "Shipping" i build a table based on total coast.

Total Coast Amount
1 ---> 10
250 ---> 15
500 ---> 20

Free shipping above 1000, active

after that, my cart page is always with zero in shipping field !! If i used a flated rate, it works ok.
