Registration passwords

When you register as a new user, if you use numerical only you have to enter min 12 digits
If you mix alpha and numerical you only have to create 8 digits

can this be adjusted so you can enter what you want as a password, all numerical or alpha but stick at 8 digits
i have just found out that users have not registered because the system kept throwing them off on the password area and were unable to register
