The WaveShell-VST3 9.6 plugin could not be found

I'm getting the error in the title whenever I try to open my H-Delay. Latest version of FL 64 bit in Windows 10. I even reinstalled Waves Central and H-Delay but I still get the error. Any idea what's causing this?
