The panning isn't working

Hello,
I was working on a project on FL Studio and, as I did some final changes to the mix, I decided to do some panning on some of the tracks. But I noticed that, while the Small Peak Meter would show the sound coming out of just the left side, the sound was in fact still in the center. I tried panning from the step sequencer, piano roll, and even with PanOMatic, and it still wouldn't work. I noticed, however, that I could still pan the Master track, and a couple of the other tracks. But the panning wouldn't work on the rest of the tracks. Do you know what the problem could be? And is there any way for me to fix it? I attached the flp file here. Thank you for your time.
