FL ignore some MIDI message for Native plugins?

I've attached a VST I've made using SynthEdit:

Container.zip

basically, it breaks down MIDI voices sending "All notes off" on each channel.
If I try it with a VST (using the same port in the Wrapper), playing a note and pressing "Panic" will stop the sound.

BUT, if I try with a native VST instrument (Sytrus) this will not work.

Why native version "ignore" MIDI message 123?
