Strange behaviour of Effect plugins window position

I've now noticed that if eg I open PEQ2 on slot1, then drag its window on another monitor, once I delete it and then add it again on he same slot (PEQ2 or any other effect gives the same result) this will open on the same spot where I've deleted the first one. This happens only if you add it to the same slot as the previous. If instead you load it on another, the.plugin opens at the default position, which mine is half under the browser ( default docked to left), which is pretty annoying..
Is this intended?
Is there a way to specify an area where all plugins open, all at one time?
