CANT CONTROL MY OWN LEVELS

I don't really know how to explain this particular problem that I am having while listening to the playback of whatever it is that I may be working on at any time. What's happening is that if I start playback with just one track going, it sounds normal. However, when I start to bring more tracks on, like bass or even a lead, that first tracks sound gets pushed to the back as if there is some type of phantom limiter. I have switched through all ASIO and Primary Driver options but I cant seem be free of this issue. I didn't have this problem on FL 9 when I was running it through MAC Bootcamp. plz help.
