CPU meter FL vs. Windows

I know this subject has already been talked about in an FL Guru video, but I have a question about when the CPU mount is getting very high. I currently have a project where the CPU meter in FL will go to 100% and the sound starts crackling, although my processor is quite powerful (Intel i7-2670QM). The windows CPU meter will only go up to around 45-50%, peaking at 60% sometimes, but not any further, although all cores are fired up. I also checked the Underrun counter in the Audio options, and it is showing 0 all the time, even if it heavily crackles. I am using the Asio4All driver.
Is that normal? Or could it be something else like a plugin that is causing those peaks?
