Getting your music published

I want to lease/sell beats or compositions to the Media - How do I do it?

I'm using sites like Smashsongs and I get notifications from another site (ModernBeats) when there A&R Reps are notified they need "x for T.V" or "Rap Beats for Artist" or otherwise.

But there is ALWAYS A FEE and your basically paying a middle man to get your music to a publishers ear and he or she either says yay or nay.

Is there ANY OTHER WAY to get your music to a publisher directly? Or other sites that can notify you that Discover network or otherwise needs a certain type of music and you can submit? I've heard of sites where you can put your music up and if there is a writer on the site that likes your music they could write a song to it and you could try selling your music that way (as a complete song as opposed to just the music). I'm trying to stick with just the music side though as I'm not a songwriter.
