Limiter Compression Threshold should be able to go higher??

I'm not sure how I didn't notice this until now, and maybe I just don't understand it fully, but it appears to me that Limiter's compression threshold can only go up to zero dB, whereas the limiter threshold can to to 12 dB. This seems very arbitrary to me. The compressor's dB threshold should be allowed to go as high as that of the limiter... because it does not, there is a huge range of audio volume (a 12 dB spread) which can't be compressed (or expanded) with this plugin! Right? It would be much better if the compressor threshold could go full range of the plugin itself... same goes for the noise gate. Its threshold should be able to do the same... to go up to 12 dB... that's how it seems to me. Maybe there was some design consideration behind this, but from a practical point of view it just seems that a larger dynamic range of processible volume is better.
