Fruity Wrapper: add default+user plugin config list

Hi there,

please add a default plugin config list for Fruity Wrapper instead of the help topic "plugins that behave badly".
This list may be installed with FL-Studio to give the yet known (= always improved/updated) best settings for "bad" plugins to everyone's fingertips.

For the rare case there should be the chance to overwrite/change the settings globaly (for all further new project use) for a plugin from the list by tweaking the Fruity Wrapper options stored in a 2nd user plugin config list (which will not overwritten by updating/installing FL-Studio's default plugin config list).
