HELP "Use time offset" always on or off?

Hi guys!

I've been wondering, when you load a third party plugin, do you guys have the 'use time offset' option selected in the (VST Wrapper settings -> troubleshooting) tab?
For me it's always automatically ON for most third party plugins. I've noticed that for example LFO Tool behaves badly and off time when 'use time offset' is activated.

What is the purpose of it and is it supposed to be always ON? And if not then how do I make it so that it's OFF by default when I load up a new plugin?
