Gain Staging

I'm just curious, I always struggle with gain staging, I set the volume of my tracks between -8 to -12dB in the sampler window then I balance my tracks in the mixer, but my tracks are always too quiet which makes it almost impossible to hear or to properly mix with EQ and compression if it's too quiet.

if you gain stage in FL Studio, especially drums, do you use the volume multiplier knob or the channel volume knob in the sampler window? I saw people using the Gain plugin on the mixer to gain stage do you also use the normalize function on the sampler window or the gain in the playlist on the tracks itself?

I also don't know if I should gain stage using a VU meter or just using my master meter on the mixer. Using the VU meter on drums always leads to clipping.
