Move Scale Highlighting to the Tools Menu

Is there any possibility that scale highlighting could be moved to the Tools menu? And have a modal like the strum, flam, arpeggiate tools?

Right now, it seems like you have to go into view > scale highlighting twice in order to change both the root note and the key at once. It'd be nice to have a tool for this feature and be able to click "Accept" on the modal to change around the scale.
