Randomizing note start time in ms?

Is there a way to randomize the start time (or delay) of each note? I tried using the fine shift knob in the miscellaneous functions tab, but it doesn't automate easily for randomization. Basically, I'm hoping there is an easier way than manually alt-click and dragging each note in the piano-roll to make micro offset adjustments of the timing. And it doesn't have to be a piano-roll specific because a mixer insert fx would be cool, but I just don't know where to start looking. I dabbled with delay and again, no randomization and no millisecond control.

The ultimate plan is to clone and pan left and right two synth plugins and have them play slightly off so that there might to be some sort of stereo effect and perhaps making it seem less precise and more human (I know, it's a long shot).
