MIDI Relative Control Support?

I have an Arturia KeyLab 25, and it supports relative control mode on all of its encoders. But FL doesn't seem to be accepting them. It receives the values as being between 61 and 67, in a weird, unusable fashion. I'd like to assign a relative control to the master FL Tempo. I can assign absolute controls just fine, but relative controls don't work.

Does FL Studio support relative midi control messages?
