Mp3 vs Wav, is the Mp3 louder?

I've heard that you want to master to -0.3 db if you will convert to mp3, because the mp3 will be that much louder, that's what I've been doing ( I think the limiter I use defaults to -0.3). So I was doing some blind testing between a 320k mp3 and wav, and I was able to tell the mp3 was louder, other than that it was really hard to tell a quality difference. I was using the ABX test plugin for foobar2000, just wondering if anyone else has done this sort of testing and if you're able to discern some kind of quality difference, other than the loudness.
