FL Studio GUI freezing

I'm not entirely sure how to describe the behavior I'm seeing.

I just built a new PC. Windows 10 x64, almost no software installed aside from FL Studio and Komplete 11. When I attempt to access the plugin browser it freezes, and attempting to close any pop-up windows, whether a plug-in GUI or, say, the piano roll, makes FL freeze and I have to kill both processes in the Task Manager. The NI VSTs likely aren't to blame as they haven't even been scanned due to the other issues.

I'm not entirely sure what to make of it and I cannot grab debug information because the application freezes too quickly after using any control aside from a drop-down menu.
