Pitch of Sound Files

So I have been wanting to have sound files and be able to change the pitch by way of the piano roll. But there is one problem I always have: that is the velocity. I don't know how to change the pitch of the sound effect without changing the velocity itself. Is there an official way that I can make it to where the velocity will be equal every hit?
