having trouble assigning mod wheel to midi out and plugins omni

HI can someone provide a step by step to assign the modwheel to a virtual knob in midi out as well as an omni control for all synths in my project? Im having trouble doing this and conflicts and other unpredictable assignments are occuring.

For example after doing a omni assignment in midi out, then loading Dune 2, the modwheel and spread are turning. In Diva, the modwheel controls the on off of effect 2.
