Middle mouse button behavior in 20.6.2 ignores Ctrl key

So the middle mouse button behavior seems to have changed since this update. Now, if you double press the middle mouse button, it goes into the right-click-horizontal-scroll-bar mode, which is cool, unless you use middle mouse for panning and zooming a lot combined with the Ctrl key.

This new behavior breaks Ctrl+MiddleMouse if you do that often, as it interprets a double-press of middle mouse button while holding control to go into this mode, which honestly shouldn't happen and seems like a bug to me.

The same case happens if you vertically zoom with Ctrl+MiddleMouse and immediately after that use middlemouse for panning. I find myself accidentally zooming out crazy amounts now because of this.

Please add an option to disable double-middle-mouse, or fix it so that it takes the Ctrl key into account. Thanks! :)

Edit: So this might actually be a Windows or a Logitech issue.. this started happening recently in other apps as well. So it's probably not an FL issue.
