Current Channel vs. Master Channel vs. Fruity dB Meter

Hi I'm using 20.8

I'm trying to figure out the dB level of a section of a vocal track which is on track 11 and that I have in the "selected" state. When I play it, and look at the "C", or current, channel on the mixer (right next to the Master channel) it indicates the level is about -15 dB, but at the same time the Master channel indicates about -6 dB, and the Fruity dB Meter that I have loaded onto track 11 (the vocal track) shoots up to about -2 or -3 dB for most of the section. (Track 11 itself on the mixer looks like it is reading the same as the Master i.e. -6 dB.)

I would think that the Master track would be the loudest track (because everything is going to that track) but it's not. I'm also wondering why the Fruity dB meter shoots up to about -2 dB for most of the track while the vocal track and Master Track barely get up to -6dB.

The dB ranges above of course are fluctuating throughout the section and are approximate.
