Even if it really was the frequency being modulated, you would still need its range to be scaled for different note pitches, if you wanted to achieve the same timbre/waveshape.

Here for example as the modulation range reduces as you increase the pitch in octaves the waveshape stays the same, when the modulation range stays the same as you increase the pitch in octaves you get different shapes.
You doing it wrong...you're still phase modulating...
I get different results...
My waveforms look (roughly) the same.
(There are some glitches/artefacts because either Sytrus or FL can't really keep up with the very fast modulation done this way...)

It certainly deserves a mention in the help file that Sytrus is really PM. But I not sure I would go as far as changing all reference to it in the text or on the plugin UI.
