Ctrl + alt on timeline issue

How do I make it so when I Ctrl +alt on the time line, where it highlights red at the top to loop a certain section, it snaps to the grid more? It's almost like it is not snapping to anything at all. Whenever I do it, even if my snap tool is set to "beat" or "line" it never seems to want to snap. This makes it difficult when I am trying to add things to the timeline.
