Can't Save Any Setting In FL Studio

I have been trying to get support for this since the end of last week. If someone could please help me I would be so grateful, as it is very frustrating to be unable to save any general or file settings at all. Any setting I change in the settings, besides the language settings, revert to default when I close and reopen FL Studio. This includes Template Settings, any setting in general settings, and any custom folders added to the browser. These aren't crashes I am talking about either, I am referring to selecting exit from the File menu the reopening. Also loses everything other settings when I change the language settings and it prompts me to restart FL. I've tried running FL as administrator. Pretty much everything I could think of.
I uninstalled every type of anti virus and anti malware possible, just to be completely sure. I disabled the default Windows antivirus. I tried resetting FL Studio Settings through diagnostic tool. And as a last ditch effort I did a completely fresh uninstall/reinstall of FL Studio itself. No dice. I added a fresh diagnostics report in this post, as well as a video showing behavior when adding a sample folder.
