Smoothing & Poles & PPQ?

What is a pole?...Why is the knob bipolar between 1 & 3.
&
When smoothing in FL, is that just delaying input across time?......

i wasn't sure if smoothing was influenced by PPQ or not cause the display only shows milliseconds.
