Question about the effects

Hey again,

I wanted to ask one thing about using the effects.

For example when i make a beat and i put it on the playlist, i want to make an effect on some specific parts on the beat that i made, like i dont want that effect to affect all of the beat, but only some parts of it. how can i do that?
