starving artist's dilemma; midi controller vs. synth

So i got a $200 gift card to my local music store for christmas, and i want a 49-key midi controller or larger... problem is, they don't sell novations which i had hoped for, so my choices are most other brands... any suggestions for quality?

I'll be spending more than the $200 with my own money chipped in but i can't afford to drop $400-plus of my own on a new novation... I'm weary of m-audio because of poor reviews i've heard, but i'm still not sure...

Also, i may buy a cheaper synth to use as a midi-controller, but i feel like with a synth for $400 or less i'd be paying for sounds i can simply recreate in FL, so a controller seems like more bang for the buck. Anyone have an opinion?

It seems as if synths might have finer quality keys/aftertouch, but i'm no expert on hardware.

any suggestions/input greatly appreciated.....
