Rendered / Output Video darker / different than Preview Window

Anyone else have an issue where the Rendered video, be it .mp4, .mov, (I've tested these 2), The levels are different. The brightness looks reduced very slightly, and it almost looks like a tiny percent reduction in the contrast, making the output file clearly different between the preview window?

The only workaround I've done is re-editing the video, and applying some video fx level adjustment to boost the contrast, blacks, brightness, etc. in something like Vegas.

*Edit* I realized effects don't scale the same when you make a window small, meaning you should preview at full screen if you can because bloom or something will be over exaggerated when the preview is made small, but then less of it when its full screen (same as render?)
