Doepfer vs NPRN Relative Increment Encoder

Hello,
After reading Doepfer (http://www.doepfer.de/pd_tec_e.htm) and Phil Rees' (http://www.philrees.co.uk/nrpnq.htm) explanation of MIDI CC's 96 and 97, i'm still uncertain what's the best method of implementing an incremental endless encoder with variable magnitude of increments. As i understand it, 96 and 97 send + or - 1 increment messages. My application is a MIDI controller with a single rotary encoder to control the 'last tweaked' parameter in FL and have precise control over the magnitude of increments. I have seen the mapping formula modification box [input*x] to alter the magnitude of the increment via software. To improve user experience with my knob, and increase it's utility, i would prefer to have control over the magnitude/resolution at the knob itself. Can i modify the increment magnitude via midi? Is there another, better way to handle sending relative control messages?

Is there an NPRN handle for FLs volatile link? I'm interested in NPRN, but unsure if it's applicable.
